Since the definition of "Major Employers" might differ from region to region, you will need to bring the "Thermal" layer into GIS and symbolize it based on the data provided in the information in the Thermal Legend document. There is a .lyr file in this folder for the "thermals_2010.gif" file. You'll have to direct it to the right source once you bring it into ArcGIS. Overlay the Assisted Housing shapefile and select the ones that fall within what you consider to be "Major Employment Centers".
